Bill Horacio III the Director of Parking & Transportation Services plans and directs all aspects of Parking Services to ensure safe, efficient, and cost effective services. Bill oversees the management and maintenance of campus lots and garage(s); permit sales, directs enforcement, and coordinates special event parking. As a transit planner he is responsible for devising and implementing strategies and programs designed to effectively manage and improve movement across campus. He owns a Specialized Allez Sport road bike and Raleigh Misceo 2.0 hybrid.
Bill is also the Program Director for the College Bike Alliance. In 2012 Parking & Transportation Services retained an independant consultant to assist in identifying ways to improve parking and transportation on campus. Among the early findings this study revealed W&M is a very bicycle dense campus. This characteristic allowed Bill to focus on alternative modes of transportation and how those could be improved to help reduce parking demand and congestion on campus during class changes and other events. Bill set out to review the campus cycling infrastructure and was able to quickly and effectively find many areas in dire need of improvement bringing together the first elements of the Bike Initiative under the purview of Transportation Services. With the Bike Alliance and all of it's components housed in his department Bill is able to oversee, plan, and budget for infrastructure improvements, new programs, and enhancements to the cycling subset within the W&M community. Bill until recently just a recreational cyclist has started cycling more frequently, and often assists with campus led group rides.
